Question 2:

Were the social policy achievements of the Scottish Parliament and Scottish Government between 1999 and 2012 limited by political ambition or the devolution settlement?



  1. Is it a good idea to talk about how both the devolution settlement and political ambition have limited development of social policy in Scotland, or should we clearly argue for one of these two? Also am I right in thinking we should discuss what were are defining as policy achievement because 'achievement' is a subjective term so the achievements of one political party could be seen as failures by others?

  2. On your first point - you have to decide based on the evidence and the reading you have done. Is it balanced, or is it clearly one or the other? Similarly on your second point - what sort of criteria do people use to judge policy success or failure? Particularly in academic analyses.
